The shut off valve is in the pipe that is located outside the property (usually attached to a horrendous white box). You can have the meter in an out house if you have one (we have). But they have to be able to isolate the gas from outside of the property.

It does save a lot of last minute panic to get out of the bathroom to answer the door and clear out the under stairs cupboard when they turn up at an odd time to read it

Well that is all done with the meter still under the stairs,they said they prefer to leave meters where they are unless they have problems getting the plastic pipe through due to bends but then will locate service pipe close to house and dig and cut from there.our pipe tees of the next house so they cut the pipe serving the 2 houses and put a plastic tee on and then fed the pipe through to our's and the neighbours.
Guy that connected the meter fitted a new reg and said that we have 30Mb coming in and 24 at the meter outlet,this drops to 22Mb with the boiler on and 21Mb with all the gas rings on and the boiler running although will get the burner pressure checked when it is serviced as the wife and i have noticed that the rings are a bit fiercer guess due to the new regulator,must take my hat off to the Transco/NG guys from the view that they kept evrybody informed about was going on and did a decent job reinstating the gardens/paths etc.
