Gate valve doesn't do it turned off max by hand no luck just slows down. Iso valve after this, is there really such a high chance of this leaking if turned off the valve doesn't look too old.

don't want to change the gate valve as its on to lead. There is a boundary stop tap outside. This wont turn by hand, but guess a long key may do it. Is this an option or is turned a possibly seized outside stop tap asking for trouble?

Judging by the lines on the iso valve nuts its a conex iso valve. These usually a better quality?

It pains me DP it really does.....we have the self confessed top 100 gas guru brain washing the inexperienced.
You couldn't make it up FFS.....I'll be having a quiet word in his ear hole the next time we sit down for a curry.

If the external stop tap is fecked, ring the water company. Its their responsibility to sort it. They may take several weeks to get round to it so it depends how great your need is. The iso valve may or may not leak. If you try it and it does leak, you may get the water company out a bit sooner.
