That's the problem some have - the legal meaning of gemocide under international law. That is what the court ruled on not what some seem to think the term should mean. The 2 terms you mention needn't directly relate. Apartheid and other effects on a culture can directly relate. One way it has been explained is steps which are likely to end a culture. Not the people who are actually in it. These steps just need to prevent the culture from thriving.
