Has my bricklayer used too much mortar on top of this concrete?

Did he really have a bricklayer cancel on him? i would insist on him getting a brickie in to do the work before you go any further, if it delays the job, so be it, i'm a brickie' would you let me fit your kitchen or rewire the house? do you think his brickwork will improve above ground, i don't.
My wife is sceptical and believes he is trying to just do bits himself here and there to save money... We are planning to tell him today that he must wait for a brickie.

It's definitely going to be strong, and will be buried so its appearance doesn't really matter. It's capable of holding a building up. I'd mostly be concerned about whether it's in the right place - brickies are skilled at setting out to ensure the corners are square and exactly where planned, usually at dimensions that equate to whole or half bricks.
