Heated Towel Rail wired from an adjacent room

I'm wondering whether I can legally (without notification) connect up a heated towel rail that is in a bathroom by siting the spur in an adjacent room.

Could I take the flex from the towel rail thro' the wall via a flex outlet plate to an RCD protected fused spur outside the bathroom?

The device on the far left is an RCD.

Get a torch.
Press the "T" button. What happens?
 
Then, just a standard FCU needed, plus a suitable flex outlet in the bathroom..

Towel rail will be in Zone 2. 200mm at the nearest but the electric element could be 650mm away if necessary.
 
I live in Wales, so rules not the same as England, but as far as I understand it, any electrical edition in a bathroom requires notifying, I would likely not bother in my own owner occupied house, but if rented then would not break the law. Too easy to get caught.

You asked if you can legally do it, so answer must be no.
 
I hoped that having the connection in another room would avoid the requirement for notification but I accept that ericmark is right as the towel rail itself is within the definition of an electrical installation.
