Help! Builder advice needed. Acro props and padstone advice

It is ridiculous; you can easiliy get smaller padstones, and 420 long is far too big for that load.
Its not the builder who's a dick - it's the SE.

Whether the pad stone is over sized or under sized by the SE is neither here nor there.
Providing you have fitted what is specified, then you have complied with your part of the contract. End of story
It is just as easy to fit a 440x215 as a 215x150.

OP Sliding a pad stone behind cable of light switch presents no problem.

What is a light switch and a beam pad doing at the same height?

Either it is a low beam or a high switch!

The cable run comes down from the ceiling. This is in a metal conduit and it runs down exactly where the padstone should be.

The spark has move the lightswitch by bending the metal conduit out of the way. He done this FOC which was good of him.

Unfortunately the cable was incased in metal conduit which mean it was buried deeper into the wall. Its all been bend out the way now to hopefully miss the new padstone when it goes in.
