Cheapest option is to break smallest window upstairs that you can climb thru and replace, fairly easy if its a d/glazed unit.

Thanks Foxhole; it's a one level flat in a low rise block, but there are some windows accessible! Personally I would like to get a pro round to pop and replace the window but getting this paid for by the people who fitted the floor may prove tricky. I will suggest they do this themselves (and pay for any damage!)
