Help wiring Siemens REV200 room thermostat

I am replacing a mechanical honeywell thermostat linked to a zone valve with the Siemens REV200.

In the previous set-up red was in 1, blue in 2, yellow in 3, + earth.

The Siemens installation manual is unclear to me. The connector is marked L, L1 and L2.
Instructions say L is Live 250V , L1 is N.O. contact live 250V , L2 is N.C. contact live 250V
Voltmeter shows 240V between red and yellow and red and blue.

You need to connect red to L, yellow to L1. The blue wire is a neutral connection that is not required for the REV200; and nor is the earth.
