Your pipes are probably 22mm. The jackets are not widely sold these days as modern cylinders have factory insulation.
Sometimes places like Wilkinsons and Screwfix sell pipe and cylinder insulation cheaper, especially at the end of winter. If it is on their website you can order it for collection from your local shop. Prices in DIY sheds vary.
