help with ring circuit

If I have understood the situation correctly (that a newly installed circuit is spontaneously developing insulation resistance faults), I would replace all the cabling with a trusted BASEC brand bought from a reputable source.
Eg.

Doncaster Cables
BICC
Irish Driver Harris (IDH)
