Help with roof

Hi there, I'd need some help with my roof. A year and a half I my newly -purchased house was reroofed. Everything is fine, and just yesterday my neighbour asked me to check my roof because something had moved, and then I saw this piece standing upright. And I'm not sure if he is actually right, since and I think it was that way, although I am having doubts now.

Does anyone know what it is? Does it look right or should I call a company to fix it? Any help would be very appreciated, since I'm concerned about this. I have looked into it by watching different videos about roofing but I cannot find an answer. Thank you very much for your time!

Are you sure it has not been like it since the re-roof?

As above, the bit the arrow is pointing at looks like a bonding gutter. The bit of pipe to the right is more of a mystery.
