Having said that, one of our neighbours from back in the 70's did just that. Each room had it's own stat and controlled a 2-port zone valve - I assume as an S-Plan-plus-plus-plus...
What I forgot to add to this was ...
Quite by chance we gave a lift to the current owner of the property not long ago and got talking. Needless to say this system came under the category of "WTF is all this ?" and got pulled out at some point.

Apologies - been off the thread for a little while,

insulation will be done as much as possible, Will be looking to do both external and internal insulation boards on the walls (no cavity), insulation in the roof joists, and ceiling joists between floors, as well as ensuring windows etc are sealed properly, curtains to retain heat etc. All of the above being before this little project...
aim of the project- i guess to see what difference it does make to the bills long term, and heating in the house generally - after all nothing comes without a bit of trial and error along with a bit of dabbling in some form!

Documenting is a must for me, although i'd be doing most of the future work on it myself, still would rather leave it for me to come back to in a few years and still know whats what!

On the other hand, there are some interesting links provided to some kit already available so will also be looking into that instead!

Do the first, but not the second.

Internal insulation makes the rooms smaller, and it creates problems with fixing thins to walls and with maintaining a vapour seal to avoid condensation. It also stops the walls acting as a thermal mass.
