What you term "worming out" is actually the discomfort you experience when your fantasy about the way something works collides with reality, because reality always wins.

Fred tells Joe that a book contains a certain word.
Joe says it does not.
Fred challenges Joe to prove that it does not.
The only way that Joe can do that is to quote the entire book and say "that word is not there".
Unworkable. Fred is the one making the assertion so it behoves Fred to prove the validity of it, and to show that his assertion is not just an invention.

Fact - we give these houses to third world chancers and parasites" then it is down to him to prove that it is a fact, and not some bigoted, ignorant fantasy.
If Woody claims that homeless people
want to live on the streets, begging, then it is down to him to prove that that is true, and not a product of his febrile imagination.
If ReganAndCarter asks why we are housing immigrants at the expense of our own people then it is down to him to prove that we are, and that he hasn't just made that up.
I know that you think the way it should work is that you make some assertion, e.g. "
there are herds of flying unicorns living in caves on the dark side of the Moon", and then take the position that if people cannot prove that there are not then it must be true.
But nobody capable of intelligent reasoning thinks that way.
