Hotpoint WF321P washing machine

I have the above machine, doesnt seem to be enough water getting into the machine, doesnt wash out the detergent tray, have checked all pipework and flow is normal from tap to machine and the 1st filter is clear, machine is going through cycles but only with very little water, would it be the water inlet valve, any ides before i take it apart
