Seems a good idea in principal as we seem to be creating a " Well i carnt be @rsed working and my parents/parent dont seem to have too but then i am a teenager so i need my own place so i know i'll get pregnant " attitude. But how would we enforce it i dont really think we could . I suspect this anouncement was some kind of goverment ploy to win votes or hide something.
