How best to freshen up tatty skirting?

I'm planning on painting my skirting (and also planning to emulsion the wall). The caulk is cracked in places, and in some places has been smeared up the wall. Any tips on how to deal with the problem caulk? thanks

Dig out caulk best you can.
Sand and undercoat.
Fill gaps at the top with toupret powder filler.
Fill face with ready-mix fine surface filler.
Sand and spot fill to get it looking good.
Undercoat.
Thin bead of new caulk along wall and skirting line.
Undercoat.
Top coats.
Easy enough
