You could have left it with your first sentence and still made your point.

Yes, it is shocking that it happened, UK or anywhere else for that matter.
Why make a comment about getting a pat on the back if it had happened in America?
We are all aware 'strange' things happen over there. I just don't see the relevance of pointing it out.

I think this will be manslaughter. But we do not know if the drunken victim put up a fight when told to leave and this resulted in excessive force.

The assault took place after the victim had been disabled by taser and motionless...

Apparently the first three baton hits were ok, but the next three weren't
