How did that dish get there?

At the weekend, some friends and I were staring at a block of flats* and speculating about how they mounted those dishes so high up. I've attached a photo and wondered if anyone would provide an informed opinion to satisfy our curiosity? I assume the one by the window was install from the window. Not sure how they tacked the cable. The pair a little higher up, I'm not sure if they abseiled, bribed the fire service to borrow a Bronto or just liberally applied No More Nails and sling shotted it at the wall?

Possibly when there was scaffolding up for maintenance ?.
