How do I fix my hideous lawn

Were currently redoing our garden and need to somehow tackle this monstrosity:

It's full of weeds, half dead and about as flat as the moon. Whats the best way to get a nice flat lawn?

I'm thinking to just rip the top layer up, level it, new soil then plant grass.

Keep it simple, and slice off the top.

See if you can hire a small walk behind digger to save you arms and back?
