The only qualification he really needs in addition to home is English and a knowledge of Water Regulations (unless working on gas in which case he'll need relevant quals and registration).
There are a few Polish run deli's/shops on Nantwich Rd. I'm sure a card in their window's will generate a little business from fellow Poles (around 6000+ in Crewe last time I went there) needing a plumber who can explain things to them in a way they can understand. Nothing wrong with a little networking, British ex-pats do it in Spain all the time.
