How thick does steel protection have to be?

I suspect there will be situations where this could be used, I just can't think of any off the top of my head.

To play devils advocate though, I could come along with a powder actuated nail gun and put holes in the 3mm plate. So how exactly do you define adequate protection?

Here's another DA suggestion.

You can get skirting trunking. Presumably it's not compulsory to put any accessories in it, so you're left with cables concealed by the trunking, but not concealed in the wall....
 
I'd wondered about skirting trunking but thought that sockets/accessories are too low for domestic use. Without accessories, wouldn't the wiring be outside the prescribed zones and need concentric protection (earthed steel conduit, SWA etc)? Or does it classify as surface mounted?
