Build it right next to your religions holiest site, where followers want to visit.
Don't allow anyone who isn't a follower to see it.
Put loudspeakers on it to tell the people when to bow and pray, powerful enough to be heard for twenty odd miles around.
Put powerful lights on top to shine beams miles up into the heavens, so the deaf also know when to do their obeisances.

The World trade centre was about 1700 feet to the top of the antenna (google is such a wonderful place to find out about things ).

Although it is unlikely that this thread refers to the religion on capitalism, those huge cathedrals dedicated to retail markets, called "shopping centres" are "controlling" people after a fashion - pun intended
