How to lay a Hearth tile on an 18mm bed ???

I am about to reset the central hearth tile in my fireplace (see Picture).

The back portion of the central tile is just about in the fire so I think it will get quite hot in places (possible why it came loose in the first place!?).

As you can see it will be laid on top of the original concrete hearth.

The other 2 tiles are fine and are still adhered in place.

The tiles are on about an 18mm bed, so this tile needs to be relaid on 18mm.

Can anyone suggest what I should use to lay the tile on??

Has anyone got any suggestions?

I have been doing some research;

the bed is too think for heat resistant tile adhesive (10mm seems like the max)

fireproof cement only properly cures when heat is applied to it, so the rear portion of the tile will cure, but the part furthest away from the fire may not set properly.

sand and cement may not resist the heat and degrade.

The best solution I can think of is to lay say a 13mm bed of sand and cement, then once it has gone off lay the tile on 5mm of heat resistant tile adhesive. I will have then built up the level and given something that will bond and remain bonded under heat!?

I am no builder/tiler though so i was hoping someone could please offer me some suggestions of what to do or if my idea is the way to proceed!?
