Freeze the pipe ,remove stopcock . Good chance the new one will fit to the existing nut and olive. If not use an olive puller to remove ,and fit new nut and olive.
How about the idea of an Aladdin isolator fitted in the cavity before the new join so there’d be a way to isolate it if there was an issue? I think it is fine to cope with pressure of mains as this is its main aim but I’m unsure of whether building Regs would allow it? (I could make access hatch if BR requires it?)

Just posting to say thank you for all the replies and to let you know this has been resolved. As per advice on here, I contacted water board again who sent someone out as an emergency. They located the external stopcock by finding a bit of the broken cover of it in the verge. It had been turfed over rather than tarmacked and had since filled with soil.
The job isn't complete yet as it has seized but they're coming back to replace the stopcock, tunnel and cover - hopefully tomorrow - so then it's an easy job to replace internal stopcock.

Just goes to show what a little persuasion does. Wasn't that difficult after all when they decided to try. Water Companies hate spending money, it's all about image, and saying and doing the right thing, whilst behind the scenes saving every penny they think they can, to look after themselves and their shareholders.
