Because environmentally speaking there is a massive difference between microscopic leakage and dumping an enormous amount in one go. Think of it as being like drinking - a single glass of wine every night for 20 nights isn't going to make much difference to you, but 5 bottles in one night would make you very ill, and the contents of your stomach would need to be correctly disposed of...why, if it didnt have a bund any leakage which there shouldnt be any would just get washed off the plinth so why would i collect it and dispose of differently?
It doesn't need to be massive amounts, even a small amount of oil can do a lot of damage
