The actual current situation is the following:
Landsbanki (the 'bankrupt' ex private bank) still has a stake worth approx £2bn in the Iceland Food retail chain.
Only for some reason they aren't being forced to sell it - or rather the icelandic government isn't !
The ex owner of the ex private bank is doing a deal that means he will only have to pay out (at present - the figure keeps changing) approx 20% of what he personally owes, leaving him with a personal fortune of 'only' about £500m. He's threatened to make himself bankrupt (lol) otherwise, and creditors will get nothing!
Other assets could make up most of the other £700m
I believe currently it is believed that the shortfall would be less than £200m, and yet the people (not the bank) are being asked to stump up the full amount plus interest...
Why?
Well, it's just another scam! Which has been seen through, and hence the no vote!
We should all do the same, as effectively 90% of the worlds banking system is entirely imaginary. We owe virtually nothing of what it is claimed we do!
