If i can get my hands on a CAT scanner, that should confirm which is live and which is dead as a start?

I realize what this is and have seen 1st hand the consequences of compromising a cable like this so am very mindful that the correct answer is "you should not touch" but in reality is using something to persuade it over 4" a huge risk? I assume UKPN will not be interested in such a job or will charge an arm and a leg for it.

I will not be touching anything.

I now plan to scan both to see which is live then give UKPN a call. Hopefully just need 1 capped off and nothing moved.

Those underground (armoured?) cables are not particularly fragile. We've ragged them about no end. You just don't go attacking them with shovels or machine buckets, lol.
