Hard man Fred ! Wasn't he setting fixings for his scaffolding off the bosun's chair?
Saw a little of fred laddering -- Fix a ladder, get down, climb it carrying another, fix that - and so on.
Normally no permanent stuff - even reckoned to be bad practice, they say, using 'old' holes for 'dogs' (fixings)...
Umm, how does one remove metal work when de-laddering? More than a little more, to the Steeple jacking game than meets the casual eye...
