Insufficient flow Hot Water from Unvented Cylinder

Hi - update on this thread is that was not the issue even though it made a slight improvement.
The situation is still that the hot water flow is a lot less than the cold water flow - both being fed from same 28mm pipe
Now thinking that perhaps scale buildup in the 20-yr old cylinder may be the cause?

The hot water outlet from the cylinder can get quite choked so worth a look in there
