Update - Having spoken to the BCO they say the garage is considered a un-heated space, which means they'd still require insulation to the first floor.
I asked them if I were to include some heating within the garage could I get away with it then they said I'd have to insulated the garage doors.
I might as well wait until we need the garage as a habitable space later down the line and just make up the subfloor with MOT instead.
