Is adding an indirect cylinder to a combi boiler the right solution?

Well worth checking water pressure & flow rate before fitting a pressurized system. For the sake of a £15 meter & a large bucket for flow rate. Your looking for minimum 1.5-2 bar & a flow rate of 20lt per minuets "Absolute" minimum. Not sure? but you might be better with 2 bathrooms on a larger pressurized tank because when you switch the combi on it will also take the pressure away.
PS: You will also want a stop watch

So I haven't bought a pressure gauge yet but the flow rate is 15 litres per minute, which isn't good news. I've also looked at the mains pipe, and before it even comes into the house it runs under a porch with quarry tiles on the floor.

It seems like I've got the worst of everything - converted loft, combi boiler, low flow rate, and kitchen taps at the other end of the house. Would it make more sense to start over and replace the combi with a system boiler, cylinder (and perhaps a pump), or will I have the same problem because of the mains pipe? Sounds like this is going to costly!
 
You could also get the water supplier in to check the mains flow at their end just so you have an idea of what would may be achievable - just put in a call to say the mains hasn't been the best recently and could you get it checked, they usually do it FOC.
Get that checked first to see what the district main can deliver before deciding anything

What diameter and colour or material is it?
 
That's about the same ID as 15mm copper. House built around 1980?

On the small side, but plastic seems to give better flow, possibly because it bends easier and needs fewer elbows.

Where did you test the flow?

Check the size in case it is 25mm.

I did it at the kitchen sink which is at the other end of the house. But then I repeated it at the porch tap near where it comes in and it was the same

It’s black plastic before the stopcock then blue plastic going into the porch. The circumference is 7cm so I make that a diameter of 22mm
