Is mesh required in a garage wall footing ?

Is it usual practice to put steel mesh in a foundation for a 2m high half-brick wall ?
My garage wall needs to be replaced and a new footing constructed, following damage by a neighbours tree. Their insurance company have rejected the quotation saying the mesh is betterment. Surely this isn't the case. True there probably wasn't mesh in the old foundation, but that was built in the 1960's. the wall will support a double width roof.

If there is a valid engineering reason for the mesh, and the foundation has been designed by a competent person, then it is required and the insurer needs to pay for it else come up with a good reason why its not required.

If it's just been randomly added to the quote by someone who don't know any better, then that's different.
