Is my flat roof leaking?

Looks like there has been a long standing problem. Flat roof flashed with lead free alternative at some point.
Looking at the outside picture and the state of the corner wet brickwork I would say the outlet is indeed the issue

I was talking with the director of the flats (who uses the same roof) . So you dont think the whole roof needs doing just the outlet in the corner near downpipe? What do the roofers need to do?

Is the parapet you're on about where arrows point to on the photo?

The top two courses do not look original and the flashing definitely is not
A close up of the outer edge showing top four brick courses would be useful.
The picture I have shown makes me think the outlet is the issue, maybe even as simple as the hopper blocked. The brickwork appears very damp.

I'll get up there and take photos. I guess the parapet is the wall on the edge of the roof?

The hopper isn't blocked, I have checked it

Check the lead at the outlet is protruding into the hopper far enough and not rotted away.
Put a hose down the hopper and make sure the pipe is clear.
Top 2 courses look like new as well as the presence of a tray.

I put a hose in the top and it was running all the way down to the drain at the bottom. I didn't run it for a long time to see if the drain filled up but obviously the downpipe isn't totally blocked
 
Ok trays in the parapet so not coming from up top
pictures of the outlet says it all.. Looks pretty shot

Get a good felt roofing specialist to take a look
Check the lead works on the outer edge of the outlet too There is a dodgy detail each side

Do you think it's the cracks where arrows are and possibly also where the wall joins the roof (in other picture)?

Would you say a repair in that area is enough if I can't see any other cracks elsewhere?
