If it had a 2nd coat, there seems to be a craze for 'sponge finishing' where you allow a first thick coat to semi go off, then float it with a wet sponge float to 're-activate' it as it were and the re-trowel. It's not a technique I've tried and nor would I, but on a decorating job a few years back I found the surface finish couldn't be sanded as it just broke down (because of the re-wetting during the drying phase) and a couple of walls were so bad I re-skimmed them.
To be fair, looking at the pictures, I've seen a lot worse, might look fine with a few coats of paint and a little attention.
Thanks guys, it is rough in places with plaster all over the new velux too. It was rushed we think. There is another plaster coming next week to sort it out. I didn’t notice the edge so wondered if I should mention that too. I just don’t want to end up painting it then it’s unfixable
