One of my old L&P ceilings was overboarded and skimmed, faired into the old cornice, and looked fine for years, until there was a burst pipe and it dripped for over a week.
Investigation found that water was lying on the new plasterboard under the old ceiling.
It all had to come down.
The repair-from-above method is more suitable for very fancy or decorated ceilings.
BTW I would not put mineral wool insulation under a bathroom floor, or the sink end of a kitchen, because it holds water and delays drying.
