Is this bridging the cavity causing damp?

Hi, I have some damp in this area, should I remove that from the cavity?

I had a surveyor in a while ago.

He noted that small areas of damp in our house were caused by what he called "snots":
lumps of mortar that drop into the cavity, catch on a wall tie and set, bridging the cavity.

Sorry I don't live there so I can't, it's where the new wall of the extension meets the one shown with the cavity.
