On large sites the houses are normally covered by NHBC and in theory there is someone capable employed for quality control, so you won't see a BCO on site. They hav'nt got the time to inspect all the new builds.
There are trade offs allowed on the U values of the building elements now, so as long as the SAP rating meets it's target it's OK.
