Is This Normal For Taps?

This happens only if the tap is on at a not too high rate - sometimes when you are preparing food you want the tap running continuously at a low rate.

Your kitchen taps (i assume they are compression valve operated=a posh name for rubber washered) not CD taps are not designed to run on a continuously low flow rate,sometimes they will but that's more down to luck.

So this is by design then. This doesn't seem though to be a very good design -

Your plumber should be able to convert your kitchen taps to CD cartridges,these will run at a low continuously rate assuming the water supply to the taps is correct,

Taps use to be a straight forward item until the Chinese started making them :cry:

So, they're not 1/4-turn. Worth trying different rubber washers? (Not all washers are the same ;)).
