Maybe I've over thought the problem - just screw it to a thin sheet of ply and rest it on top of the insulation. Silent runnings...

It's sitting on the insulation at the moment and pretty much silent.

Thin ply would act as a sounding board, amplifying the noise, just as loudspeakers are put in cabinets to make their output more effective.
