The reality is that most electricians will either pull the cutout or work live on the meter / henleys, but neither is really a good idea and definitely not recommended on here.
Its a fuse where the wire melts on overload but the molten metal is retained in place in order to keep the current flowing. The time delay ends when enough metal has evaporated that the connection is broken.
When I had to have a CU replacement following the failure of the main RCD on my TT supply which also necessitated replacing the meter tails as overheating had occurred, I simply rang my DNO (Scottish Power at the time) explained the situation that we would have to pull the company fuse and replace the meter tails. They were fine and arranged for a visit to re-seal the meter tails junction box and fuse.
