I presume that it is true that 'electricity company personnel do have access to such equipment, but I have to say that I have personally never seen anyone using any of it when pulling a fuse from a plastic cutout.
My one abiding memory is doing a rewire in Brizzle. The DNO came to fit a new cutout and the guy was there smashing 7 bells out of the live tar covered PILC with a wooden handled lump hammer.
Never mind a plastic cutout, the dno came to look at our metal cased three phased cutout and just pulled the fuses without visors etc. However when reterminating the pilc cable they did use a fancy rubber glove if the core was uncovered, and they only had one core exposed at a time for obvious reasons
