Holes can be filled. Assuming you are confident the drill can drill brick/concreteblock (test if required) drill some more holes and see where you can get a hole in, and work from there.
- Go up 100mm, try there, if not go another 100mm, if you can, come back 50mm to split the diffrence. Then you know where you can/cant drill.
