The guy's surname was Singh - that's why his skin is dark. He did have an american or canadian twang though.
The news piece was about students paying deposits for accomadation they had seen on the web. It's a scam cause when they get there there's no accomadation and they're a deposit light.
This guy was staying with friends while he saved up for another deposit.
