Kitchen Extractor fan wrong way round?

The kitchen was put in last year.
The extractor is very loud, it's recirculating , and I noticed that the fan on the right side sucks air in, this has a charcoal filter.
The fan on the left side is blowing air out, which seems weird design as the vent is in-between both fans., if I put a filter on the left side (as per the instructions) then it is extremely loud due to the reduced air flow.
Is the fan mounted incorrectly? Surely they should both suck air into the vent and have a filter attached as designed?

Fans that don't blow air outside are useless though. Can't you vent it outside?
 
We can't have it extracting to outside, it has an option of recirculating or extraction. We are using it in recirculating mode.

Hi, no it's on a wall that's internal, so can only recirculate. I'll try and find it. It was just a 90 cm cooker hood. Nothing fancy. "Ciarra" is brand.
