Jeefus crucking frist. Most of them have darkness detectors now. They stick out of the top.

If they needed timers they'd use the same service your phone does - the chips cost pennies. No it wouldn't be a great idea to use timers anyway - use your noddle.

Council-maintained street lighting has traditionally been controlled by a photocell on top of each luminaire.

I have installed and maintained quite a few private street lighting installations in my time. Some had photocells on each fitting, others a local cabinet containing switchgear and timer(s).

Sometimes there was one photocell controlling all the fittings, mounted on the cabinet or a lamp standard if there was one next to the cabinet. This wasn't a common set-up because it meant that if that photocell went faulty, it would affect all the lights, whereas if there was one on each fitting, a failed sensor would only mean one luminaire down.
