Thanks for that link raykf, it's an interesting article. The nearest pedestrian crossing and traffic lights are a mile away from this box though, so I'm thinking it's unlikely.

Master node for radio controlled street lighting? The cell on the light does look a bit chunky to just be a standard photocell. Our council has migrated over to radio controlled street lighting across the entire county and we have master nodes dotted around the place, they look different to this but I'd guess they come in all shapes and sizes.

Correct. It's the connection to the servers for the street lights in the local area. The other streetlights nearby connect through a Zigbee style mesh network.
