shut off the wter outside - test its off. an then remove the body/works from the stop tap. use an adjustable and grips or a stilson.
replace the rubber washer on the jumperand the remains of any fiber washer.
lossen the packing nut on the valve stem and pack with ptfe tape or rope.
clean the valve esp the seat and grease the jumperstem.
wrap all threads with tape and nipup again.
if the valve seat is damaged/pitted or the valve stem distorted then sack the valve and replace as below
cut the lead to right of lead wipe bump and diconnect the 1/2" copper on the left where it meets the - is it a metal pipe?
your new compression isolator can thread into the compressin nut on the metal pipe and a short lenth of cu can be run to a 1/2" lead-loc fitting on the lead pipe.
jumper valve are no longer Regs neded.
thers a compression fitting below the shut-offvalve does your supply loop back on itself?
your pressure/flow problems are probly down to the lead supply or the gunked up in situ shut-off. remove your tap aerators/shower head an look for gunk
