Going back to your oil leak and given your location, I rather suspect it may have been the result of an oil thief rather tan a tank failure. Heating oil is very similar to diesel fuel, and most older diesel engines will burn it without an issue. These people dont care, and once they've filled their containers, (or are disturbed) they will happily let the excess pour on the floor without a thought to the environmental consequences.

Taxis in glasgow were using used chip shop oil, you always knew if you were behind , they did smell like chip shopsIIRC there was a town in Wales, in around 2003, when the locals started running their diesel cars on cooking oil. The local Supermarkets had the shelves emptied of oil, and Police were going round sniffing exhausts, earning them the nickname of 'The Frying Squad'.

I should coco ,Western power charged me £900 to move a cable 7m, it was done by 2 men in less than an hourAs I type, Cadent are installing a gas pipe to the house... 25-metre run, over three levels. They reckon three men for four days...and its fixed prices of around £1700. It does look like good value to me.
