Leaks through our GRP flat roof

Hi we had a GRP flat roof put on our extension 1 year ago and have had a couple of leaks since, which the builders have come and used something to spot fill those holes. We're getting another leak now and when I go on the roof and have a closer look it looks like holes are forming around the fibreglass, but not sure if thats just normal and how it should look? Any advice would be great thanks.

They haven't used enough resin or topcoat.

Edit: I have just nicked this off the net. This is how it should have been finished. Yours looks half done.

Thanks and is that something that fixable without taking the whole roof off and starting again? So for instance can someone just add more resin or topcoat over whats already there do you think?
 
They would have to sand that roof now and make a very good job of the cleaning up. It might need wiping over with acetone too.
