led lights sunk into steps

A rubber "sticky cup" used for putting things onto tiles and as found on the tips of toy bows and arrows may have enough sticky to pull the lamp out. Use Vaseline to wet the cup if water doesn't give a good enough vacuum.

fishing line? if you can slide it under then wrap it round a few times, keeping it taught, it might raise the light enough to get a crowbar in underneath

edit: missed 'might' out of last sentence
 
not knowing how these lights have been set into the steps (cemented in, push fit?) It may be better if you post some close up pics of them.
 
posting a pic info is in forum information, but since they dont work how about a club hammer and cold chiesel (wear goggles and gloevs)
